Dubai Strengthens Whistleblower Protection for Public Employees

Public employees in Dubai who report financial or administrative violations will now be legally protected under a new decision issued by Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister, Minister of Finance, and Chairman of the Financial Audit Authority.

Issued under Decision No. 2 of 2025 and in line with Law No. (4) of 2018 on the establishment of the Financial Audit Authority, the measure aims to preserve public funds and promote transparency across government entities. It applies to employees working within institutions overseen by the authority who report violations or cooperate during investigations.

The decision ensures protection for whistleblowers from retaliation, job-related pressure, or dismissal, encouraging them to disclose misconduct without fear. It also safeguards employees who provide testimony in administrative investigations.

Strict confidentiality protocols are a key component of the decree. Reports made to the authority must remain private, and its staff are prohibited from disclosing any related information under any circumstances. Investigators are required to be professionally qualified and must uphold confidentiality at all times.
