The UAE has introduced its first licensed lottery operation, establishing a comprehensive regulatory framework for commercial gaming. The General Commercial Gaming Regulatory Authority (GCGRA) ensures this framework protects consumers by guaranteeing fairness and transparency in all commercial gaming activities, including lotteries.
Unlicensed commercial gaming in the UAE is illegal for both operators and players. Below is an overview of the UAE’s first lottery operator, the scope of commercial gaming, and the associated penalties and risks of illegal gaming.
The GCGRA has launched its official website, which outlines the future of gaming in the UAE, including the issuance of casino licenses and plans for slot machines and poker tables. The application form for a gaming license allows applicants to choose from all seven emirates, indicating that gaming could potentially extend across the entire UAE, beyond just Ras Al Khaimah, Abu Dhabi, and Dubai.
The regulated lottery aims to provide new entertainment options for residents and tourists, expected to drive economic growth by attracting international visitors to the novelty and excitement of a legal lottery in the region. Additionally, the GCGRA website lists the “Responsible Gaming Minimum Requirements.”
Currently, only one license has been approved: the lottery license awarded to The Game LLC, a commercial gaming operator specializing in game development, lottery operations, and gaming-related content.
